Nova Riviera (pronounced NOH-bah RIH-bee-AY-rah), locally known as Riviera, Sakramiento, or Nobo Ribiera, is the capital of North Tugal. It was founded as a city-state in the northern regions of the Federation of Tugal. The city is built upon Palatine Hill and is a major regulator of Simbo River trade north of its position. The city was founded after the First Edict of Oporto, which dictated the relocation of thousands of homeless citizens displaced by the Great Simbopolian Flash Flood, was issued by the recently crowned Doge Aguas II in the capital state of Oporto Arawica.

The majority of the citizens who were displaced were of Tibakkan descent, exiles of the Gobalese Civil War in the Republic of Goba, who lived in the poor districts of the city along the banks of the river in Simbopolis, although nearly every race and language on the continent Trinubes was represented at the time. Ten-year old Aguas II personally drew out the plans for the city and instructed architect Xaytartie Santiaga, the brother of Simbopolian mayor Powel Santiaga, to revise Aguas II's plans and carry out the construction of the city. At this time, the refugee population was fed, clothed, and housed in a large collection of camps scattered about Oportan hinterlands known as the Arawica Array. Santiaga was efficient with his resources and had constructed the city's downtown region and sixteen apartment complexes by the time one year had passed, and 65% of the refugees were moved into the city streets by this time. When the Port of Nova Riviera was constructed, it was christened "El Embarcadero de la Ciudad de la Riviera" by Aguas II (the only time in Tugali history where a ruler personally christened a nonmonumental structure) and the lindori trade was organized immediately with peoples in the northern reaches of the Simbo River. Many of the refugees entered the banking business, facilitating trade between the north and the south around the Hadrumentum Sea. The poverty level skipped from 90% to 14% in six months as the shrewd Simboli-Tibakkan merchants sponsored trade voyages and debt management. By the time all the refugees had moved into the city and the Arawica Array had been retired, the city was growing at a faster rate in wealth and population than Oporto Arawica and Cape Argent City, Silvermoon combined. One local trade language, known as Simbo language developed as a result of Rivieran cosmopolitanism. The nation's first university was constructed in the city.

The city coordinated efforts with Oporto Arawica to found the city-states of Florianópolis and Gordion under the highly expansionalist reign of doge Aguas III.

Continued disputes over economic policy during the Valentine War came to a head in the Emergency meeting of the States, 2010, when Xaytartie Santiaga seceded entirely from its union with the Oportan crown. Santiaga made Nova Riviera his capital city, and immediately signed the Treaty of Florianópolis with Altadenica before focusing on warring with Royal Tugal, which remained loyal to the Oportan crown.
