A Holiest decree is a resolution that is issued by the Holiest Oracle of Ashura-Chana. The decree carries weight over all states that adhere to Ashurism. Decrees, once in place, are never rescinded, with the sole exception being an action on Djishura D'chmana's prerogative that rescinded Decree Antichekak.
