The Altadenican Falando is a parliamentary body that governs over the Federation of Altadenica. There are three representatives from each city-state. The tharisa presides over the meetings (the notable exception being after the Battle of Altadena, when the tharisa was overthrown), although the tharisa does not technically have any influence over decisions made in Falando.
Local elections are held for representatives of each district every five years; the districts geographically divide each city-state, and cannot be changed on a whim. Local elections also determine the senior officer of each city-state. Districts in the city-state of Tours are called "parishes." Votes are generally won on a majority basis.
